Consulting, Strategic Guildance, Communication, Political Involvement

Thomas will work with your team to develop and execute strategies that best use your resources to achieve your company’s legislative and regulatory goals. Services include but are not limited to:

  • Setting up meetings for your company representatives with the California Governor’s office, the state legislature, California Department of Insurance, and other state agencies.

Legislative and Regulatory Advocacy

With over 30 years’ experience in legislative and regulatory advocacy, understanding of the legislative and regulatory process, and his extensive relationships, Thomas can effectively represent your interests before the California Governor’s office, state legislative, and regulatory bodies. Services include:

  • Representing your interests in California before the Governor’s office, the state legislature, California Department of Insurance, and other state agencies.

  • Representing your company at the National Association of Insurance Commissioners and the National Council of Insurance Legislators.

  • Developing and implementing a strategic plan to educate legislators or regulators on your issue.

  • Working with your team to develop educational materials, position papers, and talking points.

  • Identifying and targeting key policymakers, staff, and policy influencers.

  • Providing you opportunities to build relationships with legislators and regulators.

Coalition Building

Engaging legislators or regulators on an issue may require the building of a broad-based coalition of stakeholders who will support your effort. Experience in coalition building, knowing the political landscape and policy influencers, having strong advocacy support, and giving the right message, are required for a successful outcome.

During his time at Pacific Life Insurance Company, Thomas formed and/or participated in several successful industry coalitions whom included a variety of stakeholders. These also included legislative and regulatory proposals that would have a significant impact on the life insurance industry. Whether your efforts are focused in the State Capitol, at the National Association of Insurance Commissioners, or the National Council of Insurance Legislators, a coalition can be very effective in achieving the right outcome.

Industry Organization Support: State Trade Associations, National Association of Insurance Commissioners, National Council of Insurance Legislators

As Vice President, Government Relations at Pacific Life Insurance, Thomas spent over 25 years representing the company on several state trade association Board of Directors as well as at the American Council of Life Insurers in Washington D.C.

Thomas held several leadership positions in those organizations including chairing the Board of Directors of the Association of California Life and Health Insurance Companies, and the Texas Association of Life and Health Insurance. He also represented the company at the National Association of Insurance Commissioners and the National Council of Insurance Legislators.
